Deyang Leads “Five Projects” to Build Demonstration Base for Innovative Development of National High-end Equipment Industry

Sichuan has made a clear decision to leverage Chengde cotton as a cornerstone for building a comprehensive innovation and reform pilot zone. In response, Deyang has taken swift action, formulating 50 innovative and reform-oriented policies aimed at exploring shared regional innovation strategies. The city is now focusing on implementing the "five major projects" — industrial transformation guidance, innovation project support, innovation carrier cultivation, talent introduction and training, and innovation policy leadership — all designed to drive rapid and sustainable development in the integrated innovation of Chengde Mianjian. The Industrial Transformation Guidance Project encourages enterprises to adopt advanced technologies and modern practices, aiming to upgrade five traditional industries: machinery manufacturing, food processing, chemicals, pharmaceuticals, and construction materials. It also promotes collaboration with platforms like China-Germany industrial innovation, and implements initiatives such as "Internet + Manufacturing" and "Equipment Manufacturing Big Data" across key sectors including aviation, gas turbines, new materials, new energy vehicles, nuclear equipment, and robotics, creating a new engine for economic growth. The Innovative Project Support Project focuses on critical R&D efforts, such as the independent development of Dong Gas heavy-duty gas turbines, the Astronautics Center, CNC centers, Eneo Carbon Technologies' graphene production line, smart robots, and the China Minimally Invasive International Medical Center. It also accelerates the development of general aviation by collaborating with the Farnborough International Airshow and hosting the Sichuan International Aviation and Aerospace Exhibition, while working to establish a general aviation industrial park. The Innovation Carrier Cultivation Project supports enterprises in setting up national-level technology centers, provincial key laboratories, and innovation incubators. It emphasizes patent work and aims to build a group of industrial technology innovation alliances in fields like gas turbines, oil and gas equipment, general aviation, and graphene. A new technology transaction information service platform will be developed, and the scale of the "Angel Investment Fund" will be expanded to promote deeper integration between science, technology, and finance. The Talent Introduction and Training Project allocates a special fund of 400 million yuan to create a comprehensive innovation (international) leader talent service center. The initiative plans to attract over 100 high-level leaders and "great country craftsmen," offering them "one-stop" and real-time services to ensure smooth integration and long-term support for these key talents. Finally, the Innovation Policy Leadership Project focuses on implementing the 50 pre-clarified policies, striving to secure national-level support and effectively execute provincial-level measures. Detailed implementation rules and work plans are being accelerated to ensure policy convergence and immediate results, aiming to break through policy barriers that hinder the development of high-end industries through technological innovation.
