In order to promote energy conservation and emission reduction and promote the healthy and rapid development of the semiconductor lighting industry, in 2009, the Ministry of Science and Technology launched the pilot project of “Ten Cities and Ten Thousands” semiconductor lighting application engineering, and 21 cities across the country were selected as pilot cities. For energy-saving technological transformation projects using contract energy management mode, the project investment amount is 100. For those above 10,000 yuan, the government will provide 10% to 15% of the total investment subsidy.

Experts believe that for many cities in China, learning from the above cities, especially the use of contract energy management mode for LED street lamp energy-saving renovation, is a very good choice. Establish a testing and research platform to promote the combination of production, study and research

Technology is the driving force behind the development of the industry. While vigorously supporting LED applications, strengthening scientific research, improving the construction of relevant platforms and bases such as R&D, testing, and certification, and strengthening the training of relevant talents have also become the focus of many pilot cities.

Support national industry and improve industrial chain

It is well known that chips and epitaxial wafers upstream of LEDs account for most of the industry's profits, while the profitability of packaging and applications is rather meager. However, statistics show that 70% of China's semiconductor lighting manufacturers are concentrated in the downstream of the industry. Domestic LED epitaxial materials and chips are mainly in the middle and low-end, and more than 80% of power LED chips and devices are imported.

Therefore, supporting the development of the national industry to the upstream has become a far-sighted move for many cities. In order to speed up the application of domestic chips, Wuhan City will be listed in the government centralized procurement catalogue for the local upstream, middle and downstream industry consortium LED lighting products that have undergone demonstration project testing and energy saving effects of more than 40%; Nanchang has specially set up a project promotion leading group. And technology innovation alliance, taking advantage of the core technology advantages of the middle and upper reaches, cultivating and guiding independent innovation of enterprises, increasing the right to speak in the field of epitaxial chips; Dongguan cultivating brand leading enterprises, increasing the introduction of upstream projects and policy support; Yangzhou The “Ten Cities and Ten Thousand Miles” project is an opportunity to guide enterprises to focus on key key technical problems, open up the industrial technology chain, and introduce a 1 billion yuan MOCVD equipment purchase subsidy policy.
