As a national strategic industry, hydropower has great resistance to the reform of the controlling stakes in Russia. Russian Energy Minister Sergey Shmatko recently stated that he is considering formulating a reform plan for the Sayan-Shushensk hydropower station: the first step is to reduce the proportion of shares held by the government; in the second step, state-owned shares may completely withdraw . At present, the Russian government’s share of Sayan-Shushensk shares is 57.97%. By 2013, it intends to sell 7.9% of shares to reduce the government’s huge fiscal deficit.
