**I. Project Name:**
"Two Museums and Two Centers" Project in Changzhou Hi-Tech Zone (New North District)
**II. Project Overview:**
1. **Total Investment:** 69.413 million yuan
2. **Location:** South of Yunhe Road, Xinbei District, Changzhou; north of Chongren Street, east of Chongyi Road, and west of Changjiang North Road
3. **Construction Scale:** The project includes a total building area of 107,375 square meters. This comprises 6,612 square meters of floor-to-ceiling construction, with specific areas including 38,341 square meters for archives, 5,753 square meters for planned buildings, 1,792 square meters for data centers, 16,202 square meters for administrative service centers, 4,036 square meters for social management service centers, 28 square meters for auxiliary buildings, and 395 square meters of ground-level non-conforming areas, including 182 square meters of insulation floors and 213 square meters of overhead floors. The underground construction area is 40,818 square meters (based on the final plan).

**IV. Additional Registration Conditions:**
1. Only online registration is accepted; no physical bids are allowed.
2. Bidders must meet the following requirements:
- Hold a qualification certificate from the construction administrative department that includes foundation inspection capabilities, specifically static load testing and low-strain testing for single pile bearing capacity.
- Possess a CMA measurement certification from a provincial or higher technical supervision authority, covering foundation piles.
- The project leader must have a post qualification certificate issued by a provincial-level or higher construction administrative department and hold a senior engineering title.
- Project leaders must be registered in the 5.0 database of the bid office (URL: http://...).
- Foreign inspection organizations must complete credit registration at the Municipal Construction Management Center, with the scope covering static load testing and low-strain testing.
3. A bid deposit of RMB 13,000 per unit must be transferred from the bidder's basic account to the special account of the Construction Management Center of the New North District, Changzhou City.

**V. Qualification Review Information:**
5.1 **Original Documents Required for Qualification Review:**
- Application form for Changzhou Construction Project bid (Attachment 1)
- Bid security receipt
- Legal representative’s ID, power of attorney, and the trustee’s and project leader’s second-generation ID cards
- Proof of social insurance payments for the trustee and project leader from September to November 2017
- Foreign testing organizations must provide the “Regional Inspection Unit Credit Management Registration Formâ€
5.2 **Online Qualification Review Documents:**
- Business license (copy)
- Qualification certificate of construction project quality inspection organization (copy)
- CMA certificate (copy) issued by provincial or higher quality and technical supervision bureau
- Project leader’s job certificate and title certificate
**Special Notes:**
1. Original documents required in section 5.1 must be submitted.
2. All documents from sections 5.1 and 5.2 must be provided in two additional copies, properly bound and stamped.
3. Except for original IDs, all other documents must be sealed and marked with the company seal, including the project name, company name, and legal representative’s seal.
4. No supplementary information will be accepted after the deadline.
5. The legal representative cannot authorize someone else to handle bidding matters.
6. Failure to provide full and accurate documentation within the specified time will result in disqualification.
7. Online qualification review data must match the “Electronic Tendering System of Changzhou Construction Project†and the “Enterprise Integrity Database.â€
**VI. Bidding Opening Procedure:**
The legal representative (or authorized agent) and the project leader must present their second-generation ID and corporate encryption key at the bid opening site before the deadline. They must sign in and verify their presence by submitting the legal representative’s ID, power of attorney, and ID card. If remote decryption is needed, a written application must be submitted before the deadline. Failure to comply will result in invalid bids.
