Chapter I General Provisions

Article 1 These Measures are formulated in order to standardize various commodity and technology exchange activities, maintain the authority and credibility of the Domestic Trade Bureau as the national commodity circulation authority, and improve the level of holding exhibition activities.
Article 2 The term "commodity and technology exchange activities" as mentioned in these Measures refers to all kinds of commodities, catering services and science and technology fairs, exhibitions, fairs, trade fairs, fairs held by the domestic trade bureaus and directly affiliated enterprises and institutions. Shopping festivals and other activities (hereinafter referred to as exhibition exchange activities).
Article 3 The various types of exhibition and exchange activities referred to in these Measures do not include the allocation, connection and ordering of orders for planned products.
Article 4 The following types of exhibition exchanges and exchanges shall be handled in accordance with these Measures.
(1) Exhibition and exchange activities jointly organized by other departments or local governments in the name of the domestic trade bureau.
(2) International exhibitions and exchanges held in China under the name of enterprises and institutions directly under the Ministry of Trade or jointly organized with other units.
(3) Exhibitions and exchanges held in the name of enterprises and institutions directly under the Ministry of Trade and Trade or jointly organized with other departments.
(4) International exhibitions and exchanges held in China under the name of the domestic trade bureau and directly affiliated enterprises or institutions, or jointly organized with other units.

Chapter II Declaration and Approval Article 5

The various exhibition and exchange activities of the Department implement centralized management and planning reporting system.
Article 6: Procedures for submitting applications for approval:
(1) Each sponsoring unit proposes a plan for holding exhibition and exchange activities next year at the end of November each year, explaining the reason, conditions, name, content, scale, time and place of the exhibition, and is a professional exhibition and exchange activity. It shall be firstly reviewed by the professional department in charge, and shall be sent to the Comprehensive Planning Department before the end of December. It shall be a comprehensive exhibition and exchange activity and shall be directly reported to the Comprehensive Planning Department for approval.
(2) The Comprehensive Planning Department conducts a summary and review of the reporting plans of each unit, and organizes relevant professional departments to convene coordination meetings in a timely manner to coordinate the annual exhibition and exchange activities. After the approval of the leader of the planning and reporting department, a notice of approval will be issued to the sponsor.
(3) The bidding units can carry out the preparatory work after receiving the approval notice. The specific implementation plan of the entire exhibition and exchange activities together with the “Approval Form for Various Product Technology Exhibitions and Exchanges” will be reported to the relevant department for review three months before the exhibition. After that, the General Planning Department will send a unified approval document. The organizer shall handle the relevant procedures of industry and commerce, taxation, etc. with the approval of documents.
Article 7 It is true that due to the need, the various types of exhibition and exchange activities held temporarily, the sponsoring unit must formally submit an application report and implementation plan six months before the implementation. Article 8 The implementation plan includes the following contents: organizer, organizer, purpose of exhibition and exchange activities, name, location, scale, time, content, benefit analysis, whether to evaluate or hold seminars, budget, funding sources, fees Projects, charging standards, contacts and telephone numbers, etc., must also explain the basic situation of the organizer, the ability to conduct exhibitions, and the service functions.
Article 9 The national comprehensive technical exhibition and exchange activities shall be submitted to the State Science and Technology Commission in the first half of the year. After the bidding and exchange activities of the bidding unit are reviewed by the Science and Technology Quality Bureau of the Ministry, the Comprehensive Planning Department shall uniformly submit the application documents to the State Science and Technology Commission. Organize industrial technology exhibition and exchange activities, handle the approval procedures according to these Measures, and submit the examination and approval documents to the State Science and Technology Commission for the record.
Article 10: Organizing various types of commodities and technology exhibitions and exchanges outside the country (the territory), the sponsoring unit shall submit a plan and plan comprehensive planning department. After approval by the leaders of the Ministry of Foreign Affairs, the Ministry of Foreign Trade and Economic Cooperation shall hold investment promotion and exhibitions on going abroad. The Administrative Measures for Economic and Trade Activities shall be handled. Article 12 Where other departments or localities hold relevant exhibition and exchange activities, and if they invite the Ministry to cooperate in the name of the Domestic Trade Bureau, and the honorary sponsorship, the organizer shall submit a written application and provide relevant information on the exchange activities, which shall be provided by the Comprehensive Planning Department. Chapter III Organization and Implementation

Article 13 The exhibition and exchange activities of various commodities and technologies shall be coordinated by the Comprehensive Planning Department and shall be organized, implemented and supervised and guided by the professional bureaus. Article 14 The organizing committee shall be established and the seal of the organizing committee shall be engraved in the large-scale exhibition and exchange activities jointly organized by the domestic trade bureau or jointly organized by other units. Regarding the recruitment or investment promotion work, it shall be handled in the name of the organizing committee. Other types of exhibition and exchange activities shall be carried out in the name of the organizer or the organizing committee for recruitment, investment, advertising and other work.
Article 15 The organizer shall have the qualification of independent legal person. Its main responsibilities shall be based on the needs of the development of the domestic commodity market, combined with the industry, and the actual business of the unit, formulate and be responsible for reporting the exhibition and exchange activities plan to the Ministry, and reviewing the activity plan of the organizer. Supervise and check the effect of the activity.
Article 16 The organizer of the exhibition and exchange activities must be a subordinate enterprise or institution or social group with good reputation and ability to attract investment. The main duties of the organizer are: according to the requirements of the organizer and relevant regulations, responsible for the specific organization of investment, design and exhibition, transport of exhibits, exhibition management, advertising, security, food and accommodation flashing, charging fees and other work. Chapter IV Supervision and Administration Article 17 The approval document for the activities of the exhibition and exchange channel is the basis for the bidding unit to supervise, inspect and guide the entire exhibition and exchange activities. The sponsoring unit shall organize the exhibition in strict accordance with the approval documents, and shall not arbitrarily change it. If there are any changes, it must be requested in advance and approved. Article 18 After the exhibition and exchange activities are completed, the organizer or the organizer shall report the work summary of the exhibition activities to the Comprehensive Planning Department and the relevant professional department in written form within one month. The summary report of the national industry-wide science and technology exhibition and exchange activities will be submitted to the National Science and Technology Commission for the record. The Integrated Planning Division is responsible for reporting to the Minister in charge of the holding of this year's exhibition exchange activities.
Article 19: Organizing exhibition and exchange activities, the organizer shall strictly check and carefully examine and prevent the counterfeit and shoddy goods from entering the exhibition and exchange activities.
Article 20: To hold exhibitions and exchanges, we must adhere to the principle of focusing on social benefits. We must not strictly aim at profitability. We must strictly implement the relevant financial and economic laws, and collect fees according to the relevant regulations of the government where the exhibition exchange activities are located.
Article 21 The following acts must be strictly prohibited: (1) Failure to submit the approval according to the approval procedures, and discretion to hold exhibition and exchange activities. (2) The words “sponsored by the Ministry of Domestic Trade and the Ministry of Domestic Trade” were not approved without approval. (3) The bidding unit entrusts other units to undertake the contract. (4) The undertaking unit entrusts other units to undertake the contract in the form of subcontracting. (5) Taking the opportunity to apportion the enterprise, pull sponsorship, raise funds or disguise to collect high fees. (6) Engage in various award-winning activities during the exhibition and exchange activities without approval. Article 22 In case of violation of these Measures, the Comprehensive Planning Department shall be responsible for investigating the responsibility of the organizer and the leader of the undertaking unit, and shall report and criticize it according to the seriousness of the circumstances, correct it within a time limit, and cancel the processing of the qualification for the exhibition within a certain period of time. If the law is violated, the judicial department shall be submitted to the judicial department for legal responsibility. Chapter V Supplementary Provisions Article 23 Congratulations on behalf of the Domestic Trade Bureau, congratulations on other exhibition activities that fall within the scope of etiquette, coordinated by the General Office of the Ministry.
Article 24 These Measures shall be implemented as of January 1, 1996. Article 25 These Measures shall be interpreted by the Comprehensive Planning Division.
