Recently, the National Development and Reform Commission issued a notice requiring coal and electric power enterprises to strictly implement the national electricity and coal price control measures to maintain the normal production and operation order of coal and electric power enterprises.

The notice pointed out that the regulation and control measures for thermal coal prices are one of the important measures for the state's macroeconomic regulation and control. Coal and electric power enterprises must be strictly enforced, and the coal price should not be increased beyond the prescribed range, nor should the price increase be disguised; if the coal price increases beyond the prescribed range, it must be correct. Relevant departments of local governments should urge local coal and electric power enterprises to implement the national electricity and coal price control policies. Coal and electric power enterprises shall not stop supplying coal or stop generating electricity because of inconsistent price negotiations.
The notice stressed that in order to solve the problem of rising cost of power generation enterprises in order to solve the problem of rising coal prices, the National Development and Reform Commission recently increased the electricity prices of provinces (autonomous regions and municipalities) on the basis of requiring power companies to properly absorb the rising price of coal. After the adjustment of electricity prices, power companies should further strengthen management and tap potential to reduce consumption; coal enterprises must strictly implement the price policy of thermal coal, and should not further increase the price of thermal coal because of the increase in electricity prices.
The notice requires all levels of price authorities to strengthen price supervision, focus on investigating violations of state regulations, and arbitrarily increase the price of coal, and increase penalties to publicly expose typical cases of bad nature and serious circumstances. The National Development and Reform Commission will also organize forces to conduct direct inspections of the implementation of thermal coal price control measures in some coal mines.
