The draft published on Monday said that automakers must prove that autonomous vehicles are “functional and contain fail-safe features,†but the transportation department must not impose additional conditions on the deployment or testing of highly automated vehicles when reviewing safety assessment reports.

Car dealers hope that the final bill will clarify that this measure will not conflict with laws and regulations that affect franchise dealerships in each state, which usually prohibits automakers from selling cars directly to consumers.
